Dee is a graduate of Leadership Wheeling, Class of 2005, and past president of Ohio County Rotary. Prior to coming to Wheeling Health Right, she was the Executive Secretary at Northwood Health Systems. Dee joined the WHR staff in October 1999. She attended West Virginia Northern Community College studying Marketing and West Liberty University studying psychology.
Dee is married to Michael Phillips, Sr. and has 3 children and 5 grandchildren.
